Importers and downstream users typically counter that demand conditions and supply alternatives have changed and that the protection is no longer warranted. The authority will assess import volumes, price effects, and the state of the domestic industry over the review period.

For affected importers the procedural calendar matters as much as the substance. Duties generally remain in force during the review, so sourcing and pricing should assume continuity until a determination issues. Parties intending to participate must register and submit data within the authority’s deadlines, since the evidentiary record built now drives the outcome.
