Updated Open General Licence for Global Combat Air Programme and New Open General Export Licence for Defence De-Minimis Exports

The UK government has updated the Open General Licence covering the Global Combat Air Programme (GCAP) and published a new Open General Export Licence for de-minimis defence exports under a bilateral defence export controls agreement. These licences govern the conditions under which exporters can ship controlled defence goods without individual export licence applications.

September 2026: CPO Reference Price Up, Cocoa Beans and Pine Resin HPE Rise, Leather Products Steady, Wood Products Vary

Indonesia’s Ministry of Trade set the September 2026 reference price for crude palm oil (CPO) at USD 1,007.51/MT, up 1.10% from August, which determines the applicable export duty and CPO Fund levy. Reference export prices (HPE) for cocoa beans and pine resin also increased, while leather product HPE remained unchanged and wood product HPE varied.
